The Electronic Governance for Efficiency and Effectiveness (E3) in the Philippines is a five-year project funded by the Canadian International Development Agency (CIDA).  It is designed to increase the awareness of the Government of the Philippines (GOP) about the value and use of Information and Communications Technology (ICTs) in the social services sector through:

  • increasing the knowledge and skills of the government (in general), to address the strategic and cross-government issues of e-governance and (in particular), the capacity for targeted social service agencies to strategically plan and implement e-governance projects;
  • implementing a number of e-governance ICT pilot projects in selected rural areas of the country, designed to demonstrate the sustainable use of ICTs to support and improve the provision of social services in rural areas.

Vision and Mission:

To foster efficient, responsive, transparent and accountable governance at all levels and especially with respect to social services.

To contribute to the GOP's efforts to provide improved and equitable access to poor women and men to government social services through ICTs.

The E3 Management Program on E-Governance (MPEG) is designed as an innovative and customized training program that blends face-to-face and online modes of delivery.  It is responsive to the needs of its target participants .  Its main objective is the development of managerial skills, knowledge, and attitudes of middle to top level ICT staff of the GOP who are or will be running ICT enabled initiatives in the Social Services Sector.  MPEG is initiated and administered by the Capacity Building  Team of E3. 

The Development Center is an offshoot of the E3 project.  It aims “to strengthen the human resources of the Government of the Philippines (GOP) at the national and local levels to support more effective delivery of government services through the use of Information and Communications Technologies (ICTs), thus contributing to poverty reduction and promotion of peace and security.”
